Q. What is the TSR CDD?

The TSR Community Development District is a special purpose form of local government created to serve the long-term specific needs of the community. Authorized by Chapter 190 of the Florida Statutes, and created by Pasco County ordinance, the CDD’s main powers are planning, financing (by issuing tax-exempt bonds), constructing, operating and maintaining various public improvements and community facilities within Starkey Ranch.

The CDD makes it possible for our community to offer the most desirable elements of a master-planned community. Residents enjoy high-quality facilities and services with the assurance that the standards of the community will be maintained after the developer has completed the community.

 

Q. What does the CDD do?

CDD responsibilities within Starkey Ranch include administration of the CDD financing bonds, the development and maintenance of roadways, stormwater management systems, common-area landscaping, street lighting, underground infrastructure for utilities, conservation and mitigation areas, and recreational facilities (parks, trails, pools, playgrounds, amenity buildings). The TSR CDD also provides social and recreational programming for community residents.

 

Q. How is the CDD governed?

The CDD is governed by a five-member Board of Supervisors elected by the property owners within the District. After approximately six years, Supervisors whose terms are expiring will be elected by registered voters who legally reside in Starkey Ranch. After that transition, like all municipal, county, state, and national elections, the Office of the Supervisor of Elections oversees the vote. Like any other public official, CDD Supervisors are subject to state ethics and financial disclosure laws.

The CDD’s business is conducted in the “Sunshine,” which means all meetings and records are open to the public. For example, public hearings are held on CDD assessments and the CDD’s budget is subject to annual independent audit.

Q. How is the CDD paid for?

Annual assessments levied by the CDD will appear on your property tax bill in addition to your regular property taxes. The CDD assessments are currently comprised of a debt assessment and an operations and maintenance (O&M) assessment.

The debt assessment is a fixed annual amount (based on lot size) that goes toward paying back the bonds issued by the CDD over a fixed term, typically 30 years. The annual O&M assessment is for ongoing CDD operations and maintenance for areas owned by the CDD. This amount may fluctuate from year to year, based on the annual operating and maintenance budget adopted at a public hearing. All property owners pay a share of the O&M budget. In addition, the CDD provides trash cans and recycling bins along with weekly collection service, billed annually on your property tax bill.

 

Q. What’s the relationship between the CDD and the MPOA?

Within Starkey Ranch, the CDD is responsible for the maintenance of the public facilities it constructed or funded. The MPOA is responsible for architectural control of residential and commercial structures as well as deed restriction enforcement.
